What is Istat reporting and which system do you need?

Istat reporting is the mandatory statistical declaration of guest arrivals and overnight stays that every accommodation provider in Italy, including short-term rental hosts, must submit to the regional tourism authority. The data feeds the national survey on guest movement run by Istat, Italy's national statistics institute, under article 7 of Legislative Decree 322/1989 and EU Regulation 692/2011. Italy has no single national portal: each region collects the data through its own system, such as Ross1000, Sinfonia Turismo SMART, Ricestat, Turismatica, WebTur or SPOT, and the system you must use depends on where your property is located.


What is Istat reporting?

Every host in Italy must report statistics on guest arrivals and overnight stays to the regional tourism authority. The obligation is part of the National Statistical Programme and carries a duty to respond under article 7 of Legislative Decree 322/1989. It applies to every host, regardless of property type or booking platform.

Istat reporting runs alongside Alloggiati Web guest registration and serves a different purpose: where Alloggiati Web feeds the police, Istat reporting feeds tourism statistics. It also uses different data. Alloggiati Web requires the identity details of each guest, while Istat reporting works with aggregated numbers only: how many guests arrived, how many nights they stayed, and where they came from. The same figures sit alongside your other Italian obligations as a host, including tourist tax.

Non-compliance is an administrative matter. Regional authorities apply fines for omitted or persistently late reporting, typically after a formal reminder. Campania, for example, sets the fine at €250 to €2,500 for each month of missing or incomplete data.


Why does Italy have multiple Istat reporting systems?

Italy does not have a single national Istat portal. Each region, and in some cases individual provinces within a region, uses its own platform to collect and process submissions. The system you need depends entirely on where your property is located, and in Toscana the province matters as much as the region.

Most regions have adopted Ross1000, the model promoted by the Ministry of Tourism. Others run their own platforms: Sinfonia Turismo SMART in Campania, WebTur in Friuli Venezia Giulia, SPOT in Puglia, Turist@t in Sicilia, Ricestat in seven Tuscan provinces, and Turismatica in Umbria. What is Ross1000?

Ross1000 is the tourism statistics platform used by the majority of Italian regions. It is the successor to Turismo 5 and collects monthly totals of arrivals and overnight stays, broken down by guest nationality. Regions using Ross1000 include Basilicata, Emilia Romagna, Lazio, Liguria, Lombardia, Marche, Piemonte, Sardegna and Veneto, with Lombardia's portal still operating under the Turismo 5 name. In most Ross1000 regions the figures for the previous month must be reported by the 5th.


What is Ricestat?

Ricestat is the statistics platform used in seven Tuscan provinces: Arezzo, Grosseto, Livorno, Lucca, Massa Carrara, Pisa and Siena. It is also known locally as MoTourist or WebCheck-In, and each province runs its own portal on a shared data model. Hosts enter guest movement daily, and the figures flow to the province, the Region and Istat. Florence, Prato and Pistoia fall outside Ricestat and use Turismo 5 instead.


What is Turismatica?

Turismatica is the Regione Umbria platform for statistical reporting, established under regional law 23/2024. Hosts record each day's arrivals, departures and occupied rooms, then confirm the monthly communication by the 5th of the following month. The submission is mandatory even for months with no guests, and access runs through SPID digital identity.


What data must you report?

Across all platforms, the core data is the same: number of guest arrivals and total overnight stays, segmented by whether guests are Italian nationals or foreign visitors. Some regions require additional breakdowns by country of origin or the number of occupied rooms.

The formal communication is monthly in most regions. Several regions require the underlying movement to be entered daily, including Campania, Sicilia and Umbria. Deadlines cluster between the 5th and the 10th of the following month: the 5th in Lazio, Lombardia and Umbria, the 10th in Puglia.

A month with no guests still requires a submission in most regions. Umbria makes this explicit in its regional law, and Sicilia requires a daily closure entry for days without movement.

Missing a deadline is an administrative matter rather than the criminal offence attached to Alloggiati Web. Regional authorities can and do apply fines under article 7 of Legislative Decree 322/1989 for omitted or persistently late reporting.


Which Istat system does your region use?

Italy has no single national portal for statistical reporting. Each region runs its own system, and the portal you must use depends entirely on where your property is located. Most regions have adopted Ross1000, while others run their own platforms. The overview below reflects the situation as of mid-2026.

Several regions changed systems recently. Lazio made Ross1000 its only channel on 21 May 2025, replacing the older RADAR portal, under regional decree G05446 of 5 May 2025. Campania switched to Sinfonia Turismo SMART on 12 May 2025, replacing TurismoWeb and the Rilevatore Turistico Regionale. Liguria extended the reporting obligation for furnished tourist apartments (AAUT) to every municipality from 1 April 2025, via Ross1000. If you registered with an older portal, check whether your region has migrated.
