Guest registration rules for short-term rental hosts in Italy
Italy requires every accommodation provider to identify their guests, report guest data to the police within 24 hours of each arrival, and submit monthly tourism statistics to the regional authority. These are separate obligations, all mandatory, all applying to short-term rental hosts. None of them disappear because you rent through Airbnb, Booking.com, or any other platform.
What are a host's guest registration obligations in Italy?
The police registration obligation comes from Article 109 of the TULPS, the Testo Unico delle Leggi di Pubblica Sicurezza. It has two parts: verifying the identity of the people you host, and transmitting their data to the Questura through Alloggiati Web. The statistics reporting obligation flows from regional tourism law and applies nationally.
Who has to register guests in Italy?
The obligations apply to anyone renting out an accommodation in Italy for payment. This includes private hosts with a single apartment, B&B operators, and property managers overseeing multiple units. There is no minimum stay threshold and no minimum number of guests that triggers an exemption.
If you accept bookings and guests sleep in your property, you are within scope.
What does this look like in practice?
A host with one apartment in Rome is managing at minimum three separate obligations: Alloggiati Web registration for each booking, monthly Istat reporting through the relevant regional system, and tourist tax collection and remittance to the municipality. Each has its own deadline, its own portal, and its own data format.
Many hosts discover this gradually, often after a missed submission or a local authority inquiry. The obligations themselves are longstanding. Enforcement has become more consistent.
How does police registration through Alloggiati Web work?
The system for police registration is Alloggiati Web, operated by the Polizia di Stato. For every booking, you must submit data for every guest, including minors. Adults are registered individually or as head of a family or group, with the required fields covering name, surname, date of birth, place of birth, nationality, document type, and document number. Minors travelling with adults are recorded as members of the group under the head of the family or group.
What is the Alloggiati Web deadline?
The deadline is 24 hours after the guest's arrival. For stays shorter than 24 hours, the submission must be made within 6 hours of arrival. The clock starts at the actual check-in, and the portal accepts submissions around the clock, including weekends and holidays.
Late or incorrect submissions carry an administrative fine of up to €206 per guest record. Omitting the communication entirely is a criminal matter under Articles 109 and 17 of the TULPS, punishable by arrest of up to three months or a fine of up to €206.
Do you have to verify guest identity at check-in?
Yes. Identification comes before registration. Article 109 requires you to verify that the person entering your property matches the document you register, and the Interior Ministry and the Consiglio di Stato have confirmed that a purely remote flow, where a guest uploads a document and receives an access code without any visual check, does not meet the requirement.
Self check-in remains legal as long as the identity check happens in real time when the guest arrives, either in person, by video call, or through a verification tool that confirms the match at the moment of arrival. A key box on its own does not satisfy the obligation. What is Istat reporting and which system applies to you?
Separately, you must report monthly guest arrival and overnight data to your regional tourism authority. Several platforms are in use across Italy, including Ross1000, Ricestat, and Turismatica. The data required is the same across all systems: total arrivals and overnight stays for the month, broken down by guest nationality. Reporting deadlines differ per region, so check the deadline for your regional system. Persistent non-compliance results in administrative fines.
Do Airbnb and Booking.com handle guest registration for you?
No. In a growing number of Italian municipalities, Airbnb collects and remits tourist tax on behalf of hosts. This covers the tax only. Guest identification, registration with the police, and tourism statistics reporting remain the host's responsibility in all cases.
Booking.com does not collect tourist tax on behalf of hosts in Italy. Hosts on Booking.com are responsible for collecting it from guests directly and paying it to the municipality.
