What is SES Hospedajes and who has to register?

What SES Hospedajes is

Every host in Spain must register their guests with national security authorities within 24 hours of check-in. The system for this is called SES Hospedajes, operated by the Secretaría de Estado de Seguridad. The obligation comes from Real Decreto 933/2021, which entered into force on 2 January 2023, and applies uniformly across all of Spain's autonomous communities. It replaced the previous paper-based and fragmented regional registration systems.


Who has to use it

The obligation applies to all accommodation providers who host travellers in Spain: hotels, hostels, rural accommodation operators, and short-term rental hosts. There are no exemptions based on the size of your property, the number of nights booked, or the platform through which guests book.

If you rent out a property in Spain and guests stay overnight, you must register those guests through SES Hospedajes.


What data you must submit

For each guest aged 14 and over, you must submit:

  • Full name and surname
  • Date and place of birth
  • Nationality
  • Document type and number
  • Document issue date
  • Document expiry date
  • Full address of the accommodation

For each booking you must also submit:

  • Date of arrival
  • Date of departure
  • Number of guests
  • Price paid per night

The document issue and expiry dates are the fields that catch most hosts off guard. Collecting them requires either a physical document check at check-in or a pre-arrival document verification process.


When you must submit

Submissions must be made within 24 hours of the guest's arrival. The 24-hour window applies from the moment of check-in.


What happens if you do not comply

Real Decreto 933/2021 establishes fines for non-compliance. Minor infractions, such as incomplete submissions, carry fines of up to €600. Serious infractions, including failure to submit at all, can result in fines of up to €30,000.

Enforcement is carried out by the Guardia Civil and local police authorities. The Spanish government has been increasing inspection activity since the system went live.


SES Hospedajes and tourist tax are separate

Many hosts assume that if their city has no tourist tax, they have no compliance obligations. This is not correct. SES Hospedajes applies regardless of tourist tax. A host in Madrid, where there is no tourist tax, must still register every guest through SES Hospedajes. A host in Barcelona must do both.

The two systems have nothing to do with each other. One is a public security measure. The other is a fiscal one.
