Tourist tax and guest registration in Estonia

Is there a tax on tourism in Estonia?

Currently, there is no form of tourist tax in Estonia. Where other countries have introduced a tourist tax - sometimes also called a lodging tax - and other countries are thinking of introducing a form of tourist tax, this is not the case in Estonia.

For hosts

Guest registration in Estonia

When you are a host in Estonia, you are obliged by law to register personal details of your guests.

Registration on a passenger card in Estonia
On the “visitor’s card”, the following details of the guest have to be registered:

  • Full name
  • Date of birth
  • Nationality
  • Residential address
  • Arrival and departure date
  • If applicable: the name, date of birth and citizenship of the spouse or a minor accommodated together with him or her

If the guest is not from Estonia, another state within the European Economic Area or Switzerland, additional information is required: the type and number of a travel document and the state which issued it.

Guest registration of children in Estonia

Children do not have to sign a passenger card individually. Instead, the group leader is allowed to sign a card on behalf of the group.

  • VAT on tourism in Estonia

Currently, Estonia does not impose a tourist tax, but the government is making significant changes to its tax policies, including in the tourism sector. Starting from 2025, the VAT on accommodation services will increase from 9% to 13%, which indirectly impacts tourists by raising the cost of their stays. This change is part of broader tax adjustments aimed at generating revenue for the country.

  • Storing of guest registration in Estonia

As an accommodation provider, it is obliged to store the personal details of your guests for two years. After this period, the administration must be deleted securely.

Constant monitoring of developments in Estonia

While Estonia currently has no tourist tax in place, we are actively monitoring any discussions and potential legislative changes that could introduce one in the future. As more European countries move toward implementing such taxes, we keep a close watch
