Tourist tax in Barcelona in 2026: what hosts need to know

Barcelona charges two tourist taxes on every stay: the regional Catalan tax, known as the IEET, and a municipal surcharge set by Barcelona City Council. From 1 April 2026, a guest in a tourist apartment pays €9.50 per person per night in combined tourist tax, the highest rate in Spain. On top of the tax, hosts in Barcelona must register every guest with two separate authorities: SES Hospedajes at national level and the Mossos d'Esquadra system at regional level. This guide covers the rates, the exemptions, and everything you are responsible for as a host.


How much is the tourist tax in Barcelona in 2026?

Rates increased sharply on 1 April 2026 under Ley 2/2026. For a tourist apartment (HUT), the regional IEET is €4.50 per person per night and the Barcelona municipal surcharge adds €5.00, bringing the combined rate to €9.50 per person per night. These rates apply until 31 March 2027. If you are still charging 2025 figures, you are collecting the wrong amount.

The surcharge will keep rising. Barcelona City Council has approved annual increases to €6.00 in 2027, €7.00 in 2028, and €8.00 in 2029.

Two rules soften the calculation. The tax applies only to the first seven nights of a continuous stay in the same accommodation. And children under 16 are exempt.

Who pays the Barcelona tourist tax, and does Airbnb collect it?

The guest pays the tax. You collect it, declare it, and remit it. Airbnb collects and remits tourist tax directly to the authorities for bookings made through its platform, under a direct agreement with the Generalitat de Catalunya and the City of Barcelona. If all your bookings come through Airbnb, you do not handle the tax directly for those stays.

Booking.com does not collect tourist tax on behalf of hosts in Barcelona. For bookings through Booking.com, Vrbo, or any direct channel, you collect the tax from guests yourself.

Remittance goes to two places. The regional IEET is declared to the Agència Tributària de Catalunya using Form 950, quarterly for most hosts. The Barcelona municipal surcharge is remitted separately through Barcelona City Council's online office. Two taxes, two administrations, two filings.


Which guest registration systems apply in Barcelona?

Hosts in Barcelona face a more complex registration picture than hosts in most other Spanish cities, because two separate systems apply to every booking.

The first is SES Hospedajes, Spain's national guest registration system operated by the Secretaría de Estado de Seguridad under Real Decreto 933/2021. Every host in Spain must submit traveller data for each booking within 24 hours of arrival.

The second is the Mossos d'Esquadra system, operated by Catalonia's regional police. It predates the national system and continues to run alongside it. Hosts in Barcelona must submit to both: one national submission and one regional submission for every booking.

The portals are separate. The credentials are separate. Submitting to one does nothing for your obligation to the other.


What does the weekly workflow look like?

A host in Barcelona with three bookings in a week must, for each booking: collect the correct tourist tax from the guest, make a SES Hospedajes submission within 24 hours of arrival, and make a Mossos d'Esquadra submission for the same booking. At the end of each quarter, tax collected outside Airbnb is declared to the Agència Tributària de Catalunya, and the municipal surcharge is filed with the City Council.

For a property manager, every one of those tasks multiplies across the portfolio. Ten properties with weekly turnover means twenty registration submissions and dozens of tax calculations per week, each with its own deadline. Automation turns this into a background process. Done manually, it is a daily compliance job.


What happens if you skip a submission or undercharge?

Failing to submit guest data to SES Hospedajes is an infraction under Ley Orgánica 4/2015. Fines start at €100 for minor infractions and can reach €30,000 for serious ones.

For the tax, the accommodation remains the obliged party even when the guest was never charged. If you forget to collect it, the amount comes out of your own margin, and both the Agència Tributària de Catalunya and the City Council can open sanctioning procedures for undeclared amounts.


Do you need a licence to host in Barcelona?

Separately from tax and registration, Barcelona requires short-term rental hosts to hold a licence (Habitatge d'Ús Turístic, or HUT). The city stopped issuing new HUT licences in 2014 and has not resumed. Hosts without a licence acquired before that point cannot legally operate short-term rentals in Barcelona under current rules.
