Is Tromsø introducing a tourist tax?

Yes, but not yet. Tromsø's council adopted a plan for an accommodation levy on 24 June 2026 and sent it to the Ministry of Trade, Fisheries and Food on 1 July 2026. The ministry has to approve that plan before the council can adopt and publish a local regulation setting the start date. Tromsø is working towards 1 January 2027, so treat that as a target and not a confirmed date.

The rate is set nationally at 3% of the accommodation price excluding VAT, so Tromsø decided on the levy and not on the rate. It applies to paid overnight stays, including short term rentals booked through platforms. According to the Norwegian Association of Local and Regional Authorities, the membership organisation for every Norwegian municipality and county, Tromsø is the first municipality in the country to take this decision.

Cruise passengers fall under a separate national levy that is still a proposal. This page is updated as soon as the status changes.
