Is Oslo introducing a tourist tax?

Not for now. Oslo charges no tourist tax and the city government has decided against introducing one. Oslo has submitted no spending plan to the Ministry of Trade, Fisheries and Food, which is the first formal step towards a levy.

That can still change. Norway's visitor contribution law entered into force on 1 July 2026 and remains open to any municipality that can document a particularly heavy burden from tourism. If Oslo revisits the decision, the rate would be 3% of the accommodation price excluding VAT, because that is fixed nationally. The city would first need an approved spending plan and then a published local regulation, so an Oslo levy would be public knowledge well before the first night is charged.

Tromsø shows what that route looks like. It decided in June 2026 and is aiming at 1 January 2027, with ministry approval still pending. This page is updated as soon as anything changes in Oslo.
